  1. Orange Avenue Corridor Study


The study, done in partnership with North Florida TPO, aims to improve transportation experience on Orange Ave/U.S. 17 from SR 16(Leonard C. Taylor Parkway) to Orion Road through hardscape and streetscape improvements. The goal is to create a sense of place and community along this main throughfare within City Limits and create a safe roadway for both drivers and pedestrians. The proposed improvements in the study are suggested with consideration to the ongoing Downtown Master Plan, Walnut Street improvements, proposed and future developments, and construction of the First Coast Expressway.


Proposed improvements in the study include:


  • Widening and reconstructing sidewalks and adding adjacent landscaping to create shade and a more pedestrian-friendly environment
  • Constructing landscaping in the median between Leonard C Taylor Parkway and Oak Street
  • Constructing a median with landscaping between Oak Street and Governor’s Creek Bridge to improve safety, traffic operations and roadway aesthetics
  • Constructing intersection improvements at SR 16 (Ferris Street) to accommodate larger vehicles traveling eastbound to southbound on US 17
  • Implementing access management strategies to improve safety and operations by applying current design criteria to driveways - Constructing landscaping in the median between Governor’s Creek Bridge and Orion Street
  • Replacing strain poles with mast arms at all signals
  • Narrowing lanes and widening sidewalks in the vicinity of the Walnut Street intersection, which will be a focal point in the community
  • Milling and resurfacing pavement within the limits of the project
