Downtown Redevelopment

First Phase Walnut Street Improvements

  • Description: Roadway, utility, pedestrian, and streetscape improvements along Walnut Street from Palmetto Avenue to the St. Johns River. 
  • Cost: $3.1 million budgeted for Phase One. Phase Two is estimated to cost $2.7 million. This was partially funded by Gas Tax, Surtax and American Rescue Plan Act funds. City will continue to find sources of funding for future phases of project. 
  • Timeline: Phase one was completed in August 2024. Phase Two will include Walnut Street from Magnolia Avenue to the St. Johns River.

Palmetto Trail

  • Description: Construction of an eight-foot-wide paved sidewalk trail along Martin Luther King Jr. Blvd. between Vera Francis Hall Park and Palmetto Ave., along Oak Street to US 17, and along N Orange Avenue from Governors Creek Bridge to Harbor Road. Once complete, it will continue the existing trail from Harbor Road through city limits to the south end of the city. 
  • Cost: Total cost $1,545,000 through Florida Department of Transportation funding. Managed by City as a Local Area Project through FDOT. 
  • Timeline: Construction began September 2022 and was completed in September 2023.  

CRA Redevelopment Plan

  • Description: As a step in creating the Green Cove Springs Community Redevelopment Agency, an approved redevelopment plan is needed. This plan will list objectives of the CRA and properties that fall within the CRA boundaries. This plan needs to be approved by both Green Cove Springs City Council and Clay County Board of Commissioners before becoming officially adopted into the CRA.  
  • Timeline: Staff created and presented a draft redevelopment plan to the CRA Board in January 2023, which was approved.  Staff then presented the redevelopment plan to City Council for review on April 4, 2023, which was approved as a resolution. The plan was then presented to the Clay County Board of Commissioners for review and approved in April 2023.
