Impact Fees

Below is the list of the different types of impact fees that can be expected with potential Commercial, Residential or Mixed-Use development. 

Transportation Mobility Fees

In an effort to continue to manage the impacts of development and move toward a more multimodal transportation system, the City Council of Green Cove Springs approved an ordinance to implement a mobility fee payment for all new and expanding development projects including residential and commercial. These fees must be paid prior to equipment check.

These fees are updated each October 1st and the adjustment correlates with the latest available release of the Annual Average Construction Cost Index as published by the Engineering News-Record.

Clay County Comprehensive Impact Fees

All commercial and residential development is subject to the Clay County Comprehensive Impact Fees. The following categories are applicable in the City of Green Cove Springs: 

    • Government Jails & Constitutional Facilities
    • Fire & Rescue Facilities
    • Regional Park Facilities
    • Libraries and Cultural Services

Clay County School Impact Fees

All residential development is subject to School Impact Fees imposed by the Clay County School District. Please find more information and rates here

All lot splits and subdivisions are required to complete a School Concurrency application. The fee for this is $100 for Planning Review and $250 for School Board Review (to be paid direct to the CCSD). If you have questions, please contact planning@greencovesprings.com or 904-297-7051.

Capacity Connection Fees

Water/Wastewater

All new residential and commercial development is subject to water/wastewater capacity connection fees. 

The residential capacity connection fee for water is $2,372 and wastewater is $2,531 per dwelling unit. 

There may be additional fees associated with new service. These fees must be paid at building permit prior to the installation of the water meter. 

Commercial Capacity Connection Fees are based on the Equivalent Residential Unit (ERU) calculation for the type of use as set forth in City Code Section 904-409(4). Please contact the Building Department building@greencovesprings.com or 904-297-7050 for more information.

Electric

The fee for new electric service is $200 and is charged at permit. 

There is no electric impact fee associated with a single-family residence; however, lot splits and subdivisions will incur a $2600 per lot electric division charge. 

Commercial development may incur additional CIAC (contributions in aid of construction) charges.

Exemptions

Mobility Fee and Impact Fee exemptions are allowed only through an action that does not create an additional dwelling unit or regarding the development of affordable housing.  If you believe you are entitled to an exemption for any of the impact fees mentioned above, please reach out to our Building Department building@greencovesprings.com or 904-297-7050 for more information on that process and the forms required. Exemption of the Clay County Fees (Comprehensive and School) require a waiver from Clay County. Information regarding their waiver process can be found here

The Mobility and Impact fees are assessed when a building permit is issued and must be paid before scheduling a final equipment check with the exception of the electric impact fees which shall be paid within 30 days of the recording of the final subdivision plat or the recordation of the newly created lot.
